Until 1911 parks were predominantly the domain of the emperor and his family, but Taoranting Garden was one of the few open to the public.

The Taoran Pavilion, from which the park gets its name, is the focal point of the park and where writers, academics and poets would meet. As one of the four famous pavilions (the others being in Changsha, Chuzhou and Hangzhou), it is part of the Cibei Temple (Temple of Mercy), built in the Yuan Dynasty.
